இந்தியாவில் ஃபோர்ட் ஃபௌன்டேஷனின் வரலாறு குறித்து ராமசந்திர காந்தியின் மகள் லீலா காந்தி எழுதிய ஆய்வுரை. இவர் மார்க்ஸியரோ, ஹிந்துதுத்வாவோ அல்ல; பின்காலனிய ஆய்வுகளில் முக்கியமான நபராக கருதப்படுபவர்.

“A quick glance at activities funded in the name of arts and humanities between 1951-‘61, then, yields few surprises, revealing an overwhelming emphasis on the indubitably rich tradition of canonical western music and ballet. Notably, the first humanities- directed grant of $640,000, made by the Foundation in 1952 under the aegis of the Fund for Adult Education, went to the Institute for Philosophical Research in San Francisco, for the purpose of ‘undertaking a dialectical examination of Western humanistic thought with a view to providing assistance in the clarification of basic philosophical and educational issues in the modern world’ Dr. Mortimer J. Adler, the driving force behind the Institute had long been associated, along with then FF associate director, Robert Maynard Hutchins, with a University of Chicago based academic lobby keen to ‘return education from its modernist emphasis to a study of classics and philosophy as the reservoir of fundamental thought.

Deeply conservative in his philosophical and cultural assumptions, Adler was also co-editor, with Hutchins, of a 54 volume Great Books of the Western World, eventually published by the Encyclopaedia Brittanica in collaboration with the University of Chicago Press. A subsequent 2-volume index to these tomes, the Syntopican, was praised by like-minded reviewers for delivering ‘an intellectual machine that collects the data of thought from all the great books of Western man’.

If Adler’s Institute for Philosophical Research was given the job of fighting the good fight on behalf of western man/culture, the work of achieving the same end through a direct cultural war against communism was deputed to the Congress for Cultural Freedom (CCF), another one of Ford’s major grantees during these early years. Dedicated to combating the twinned evils of communism and totalitarianism, the CCF boasted a membership of some of the leading luminaries of Anglo-American letters: Arnold Toynbee, Isiah Berlin, Benedetto Croce, John Dewey, Ignazio Silone and John Kenneth Galbriath (Daed, 99). A favorite child of the FF, the CCF was, however, shown to be equally dear to the CIA by a New York Times expose in 1966. Notwithstanding revelations of CIA support, however, Ford remained loyal to the CCF until it dissolved in the 1970s, funding it under a startling new alias: the International Association for Cultural Freedom”

“In a 1948 speech to business executives, Harvard Business School Dean Donald K.David (and soon to be chairman of the Ford Foundation), described effective managers as essential to capitalism’s victory in the contest with communism: “We face a long continuing struggle throughout the world for men’s minds and indeed for men’s souls…. In this conflict of systems, the best way to preserve our system is to make it work. To me the brightest ray of hope in these troubled times is my firm belief that the business men can and will measure up to the task.” During the McCarthy era, political attacks against philanthropies (which culminated in congressional hearings into the foundations’ activities) only made these political motivations more salient. The Ford and Carnegie foundations, in particular, clearly understood that fighting the spread of radical ideas and working toward the improvement of U.S. corporations would help restore their legitimacy in the eyes of skeptics”

உண்மையில் இந்தியா போன்ற நாடுகளில் உள்ள ஆய்வாளர்கள் இவர்கள் தொடர்ந்து பல திசைகளிலிருந்து உருவாக்கும் “information campaign”களுள் சிக்கிக்கொள்கிறார்கள். துண்டு பிரசுரங்களில் இருந்து ரேடியோ டிவி வரை எந்நேரமும் எல்லா வகையான ஊடகங்கள் வழியாகவும் தங்களது கருத்துக்களை இவர்கள் மெல்ல மிகமெல்ல பரப்பிக் கொண்டிருப்பார்கள். (இந்தியாவில் “community radio” ஆரம்பிக்க தன்னார்வ நிறுவனங்களுக்கு நிதியளிப்பதெற்கென்றே ஒரு பெரிய சர்க்கூயூட் உண்டு. இன்று கூட அத்தகைய ஒரு நிதி விளம்பரத்தை பார்த்தேன்).

நம்மூரில் சிந்திக்க ஆரம்பிக்கும் ஒருவர் இந்த சொல்லாடலுக்குள் தான் வந்து விழுகிறார். பிறகு அதுவே ஒட்டுமொத்த சிந்தனையையும் வடிவமைக்கிறது. சில வருடங்களுள் அவர் இந்தியாவில் அடிமைமுறை திட்டமிட்டு நடத்தப்படுகிறது என்றோ, தேசியவாதம் தான் இந்தியாவின் மிகப்பெரிய எதிரி என்றோ உள்ளூர நம்ப ஆரம்பித்து விடுவார்.

நிதிவலைக்குள் அவர் காலடி எடுத்து வைக்கும் போது சில உண்மைகள் புலப்படும். அப்போதே வெளியே வந்தால் தான் உண்டு. புகழாசையோ அல்லது சிறிது ஆளுமைக் திரிபோ இருந்தால் கூட வெளிவருவது கடினம். பின்னர் இவரும் information campaignஐ உருவாக்கும் கருவியாக மெல்ல மாற்றப்படுவார். முன்னர் இதெல்லாம் நம்பவே முடியாததாக இருந்தது. இப்போது பழகி விட்டது.

இந்திய பண்பாட்டு வரலாற்று ஆய்வாளர்கள் ஏன் இவ்வகை வலைகளுக்குள் எளிதாக வந்து விழுகிறார்கள், திரிபுகளுக்கு இவ்வளவு சாதாரணமாக துணைபோகிறார்கள் என்று யோசிப்பதுண்டு. கண்டிப்பாக தனி மனித இயல்புகள் இதற்கு முக்கியமான காரணமாக. ஆனால் நமது சமூக மனநிலையையும் பரிசீலிக்க தான் வேண்டும். இந்தியாவில் கடந்த அரைநூற்றாண்டாகவே ஆராய்சியாளர்களுக்கு தங்கள் குடும்ப-சமூக வட்டத்திற்குள் பெரிய மரியாதை ஏதும் இருந்தில்லை. பணமும் குறைவு. ஆக வெளிநாட்டு பயணம், ஐரோப்பிய பல்கலைகழகங்களில் வருகை பேராசிரியர் போன்றவை தான் அவர்களுக்கு சமூக அந்தஸ்த்தை பெற்றுத் தருகின்றன. “போன வாரம் லண்டன்ல ஒரு கான்பரன்ஸ்… நாளைக்கு திரும்பவும் வார்சா போறேன்…” என்று சொந்தபந்தங்களுக்கு முன் வீராப்பாக சொன்னால் தான் “பரவால்ல இவன்… காசு பணம் பண்ணலைனாலும் நெறைய வெள்நாட்டுக்கெல்லாம் போறான்” என்று நினைப்பார்கள். கீழ்த்தரமான செயல்தான். இருந்தும் இதையும் யோசிக்க தான் வேண்டும்.
